What are the registration procedures for general foreign-invested companies in the Philippines?
Answer:
The general process for setting up a Philippine company is as follows:
- Choose a unique company name and get it verified with the Department of Trade and Industry (DTI) or the Securities and Exchange Commission (SEC).
- Prepare necessary documents, such as articles of association, shareholders’ identity certificates and company address certificates, etc.
- Register the company with the SEC and pay relevant fees.
- Register with the local government unit (LGU) and apply for a business license.
- Provide a registration permit with the Bureau of Internal Revenue (BIR) and request approval for establishment.
- Handle welfare projects for company employees in other government agencies, such as Social Insurance Bureau, Health Insurance Bureau, Housing Provident Fund, etc.

If a foreign-funded company wants to import and export pet food, what additional procedures and licenses do it need to apply for?
Answer:
According to the Bureau of Animal Industry, animal feed importers need to apply for a License to Operate (LTO) through the BAI, not the FDA.
The FDA is responsible for regulating food, drugs, cosmetics, medical devices, and household hazardous substances.
The BAI is responsible for regulating animal feeds, veterinary drugs and biologics, and animal health and welfare.
(1)According to the Bureau of Animal Industry, the following documents are required to apply for a License to Operate (LTO) as an animal feed establishment.
