If you do not have any entity in the Philippines, you pay salary with expenses reimbursement from the overseas parent company to your local Filipino individual employees, who will be bear risk without paying individual income tax to the tax bureau.
Unless your local Filipino individual employees have set up their own company, then you pay to the company, that it will be no problem.
If your company still doesn’t want to set up a WFOE (Wholly Foreign Owned Entity) in the Philippines due to some reasons, but you will recruit employees temporarily or by project base, we suggest you adopt this Philippines Employment Outsourcing Services.
